Google talk uses an Jabber protocol, a free open source protocol for communication. Since its open source, all its services are free and customizable. You can even view the code and API provided by Google.
Now anyone can create his own Gtalk theme , If you are not interested in creating themes then you can get some collection of themes from

How to Change / Install the Gtalk Themes ???
If you’d like to change the appearance of your chat windows, choose a custom theme. Here’s how:
1. Sign in to Google Talk.
2. Click Settings at the top of your Friends list.
3. Highlight Appearance, and select a theme from the drop-down menu under Chat Theme.
* A preview of each theme is displayed when selected from the drop-down menu.
4. Click OK.
Changing your chat theme doesn’t affect the appearance of your friends’ chat windows.
